I. Welcome

Meeting was called to order by President Jim Teegardin at 12:30pm.

In attendance were:  Gregory Harger, Dean Slavens, Steve Miller, Jim Teegardin,
 Keith Mitchell, Josh Payne, David Bowers, Joanne Mitchell, Christopher Russell,
 JoAnn Grissom, Jim Haynes, Sam Bell, Bruce Cook, Phil Henson, Mark Renholdsberger,
 Senie Barnd, Tom Barnd, Mark Rodriguez, John Gartland, Aron McGuire,
 Shannon Gallagher, Randy Stafford, Cheryl Sunman, Ian Seecof, Lissa Olson,
 Marshall Goss, Angela Nealy, Doug Schmidt, Cindy Huddleston, Jeff Barnd

II.  Old business

A.	Jim Haynes Director of IUPUI Sports Complex discussed the state of the
 Michael A. Carroll Track and Soccer Stadium.  He has only been in the position
 for 2 months but would like to bring in new events to the complex.  He is currently
 putting together bids for NCAA D I, II, and III Track and Field Championships
 and the '03 UFATF Combined Nationals.  This summer he is planning to host three
 All-Comers meets with sponsors for all age groups.  He stated that the stadium
 needs new hurdles and steeple barriers immediately.  There were several questions
 about the usage of the stadium, is it for track and field or soccer?  Why is the 
 throwing cage not inside the oval?  When the track was resurfaced in 1997, why 
 were there only 8 lanes for the entire 400m?
B.	Gregory Harger, Director of the Indiana Invaders Track Club, discussed the 
2004 World Cross Country Trials in Indianapolis, IN.  Meet information can be 
found at http://www.indianainvaders.com/meets/.  There will be a place for 
officials and volunteers to sign up to work on the web site.
Gregory also presented on the State of the IUPUI Stadium.  The presentation can 
be found at http://www.indianainvaders.com/trackjustice/.  He is willing to pursue 
this cause as far as he can.  He feels strongly that IUPUI is a world class 
facility and the possibilities and resources are not being tapped.

III.  Approval of Minutes
Keith Mitchell moved that the minutes from the meeting on February 17, 2002 
were approved.  Dean Slavens seconded.  Minutes approved.






IV. Treasurer's Report
Cheryl Sunman that as of September 14, 2002 our account balance was $7,773.83.  
She also stated that she had just been handed several items to be paid.  
Cheryl also asked for direction in investing the CD.  Presently she has been 
putting the money into a 120-day rollover short term CD.  Cheryl was complimented 
on her hard work and the report she had presented. 
 Sam Bell moved to accept the report.  Keith Mitchell seconded.  Report approved.

V.  Election of Officers
Board of Directors who's terms have expired are:  Fred Geswein, Mike Holman, 
Keith Mitchell, JoAnn Grissom, Jim  Teegardin, Ian Seecof.  Fred and Mike have 
declined re-election to the board.  Others are willing to run again.
Angela Nealy came to the board with names of threee potential board members.  
Coach Cujo, Becky Naughton-Wright, and Mary Ann Slinn are all part of the 
Indianapolis Vipers Ladies football team.  The question was asked if they are 
members of USATF?  All are not members and therefore according to by laws are 
not eligible to be on the board.
Other names that were brought to board:  Gene Edmunds, Marshall Goss, Lissa Olsen.
It was decided that since we had seven names for six seats that each person  
was to vote for the person who would not be elected.
After ballots were cast and counted, Ian Seecoff and JoAnn Grissom were tied 
for the final seat.
A second round of ballots were cast and counted.  Results were a tie.
At this point JoAnn voiced that she would with draw her name for consideration.  
Ian then spoke up and said he with take his name out and let JoAnn have the position.
Phil Henson finally resigned his position on the board to allow Ian and JoAnn 
to have seats.  Phil stated that he will still attend meetings and will run for 
re-election next year.
The resignation of Phil Henson was accepted by the board.

All new members to the board are elected for a 3-year term, except for Ian who 
will fulfill Phil Henson's place for a one year term.  
New member are:  Keith Mitchell, JoAnn Grissom, Jim Teegardin, Ian Seecof, 
Gene Edmonds, Marshall Goss, Lissa Olsen.

VI.  Committees
A.	LDR
Ian Seecof presented his report as follows:
Championship Series
·	Columbus Notable 5 Mile Run: No USATF members to receive awards
·	D.I.N.O. Trail Run 5K/15K Runners Choice: One USATF member
·	The Indianapolis Marathon Oct. 19:  I plan to produce the awards template 
on my home computer and have copies made at our sponsor-print shop 
(Central Banner & Sign Supply). I recommend that we purchase a tent for race day 
USATF membership sign up and also for visibility at other events. We have 
located an E-Z UP tent (10' x 10') at Sam's Club for $200 including side panels.  
A 10' x 10' EZ-UP tent with USATF logo / printing was exhibited at the 
Associations meeting with for $700; side panels extra $$. A USATF banner can be 
purchased for use with the tent for much less that that exhibited at the 
associations meeting.  Recommend purchase of plain tent  and a USATF banner.
·	Remaining events on the series are Race Thru Zulu 10K and H.U.F.F. 50K trail.

Sponsorship:
·	Faux-Real Pizza is still committed and flexible.
·	I am working on a sponsorship for INUSATF and the Championship Series with 
Indianapolis ESPN Radio 950 am,/The Point 95.9 fm. This involves a ½ hr. 
talk-show dedicated to Indiana Amateur Sports: Running events and results, 
live race coverage, interviews, etc. 
·	Other potential sponsors, i.e. Leslie Jordan Inc. (tyvec apparel and other products), 
Road ID, Road Runner Sports, Boston Bill sunglasses, etc., are "on hold" since 
we have no race entrants to receive awards.

Web Site:
I have been working with Carl Derr, our web master, to ensure that the site is 
up to date and ready to receive any changes or additions to meet our needs. 
To date, Carl has not accepted any compensation. This is a significant factor in 
reduction of web site costs compared to last year. The web site and links to the 
USATF national site have facilitated membership, public access, and sponsorship.

Obstacles
The major Obstacle for LDR remains membership with the majority in Youth and XC. 
There is a severe shortage of volunteer help for committee chairs and members.

Finances/ Budget
Proposed Budget for rest of 2002 Championship Series = $500
This includes $100 for each of three remaining events to cover awards and $200 
for multipurpose tent.  Costs for first 2 events were less than $200, but the 
lack of entries is frustrating. 

I suggest the sale of T-Shirts at the race-day registration tent at each event 
for visibility and to attract membership and sponsors for next years series.  
Shirts would have the USATF logo, a listing of the series events and sponsors, 
and the statement "I support INUSATF ..The Governing body of INUSA Track&Field".

B.	Masters
Angela presented the report on the Masters Outdoor Track and Field Championships 
held on June 9, 2002 at Indiana State University.  There were 60 masters athletes 
at the meet with a few from Illinois.  We need to increase the numbers each year 
as many of the masters are going out of state to compete.  Angela would like a 
mailing list of all the masters who are USATF members in the state of Indiana.
C.	Men/Women
Mark discussed the 2002 INUSATF Outdoor Championships on June 9, 2002 at 
Indiana State University.  The meet had 78 participants in 110 various events.  
For the first time, the meet made a profit of $416.65 which will be forwarded 
to Cheryl.  The 2003 meet will be held at Indiana State on May 24, 2003.  
This meet will not be open to masters athletes.

D.	Race Walk
Cheryl Sunman presented the following report.  RW committee activity has been 
limited due to illness of committee members and lack of support for race walk 
specific events.  They did manage to hold the required 5k and 15k championships, 
but the race walk event at the Open Track and Field Championships was cancelled.  
Cheryl is in progess of  confirming committee membership for next year.  
A budget needs to be developed for 2003.  SIRW plance to bid for the 
15k national championships in Evansville, which will include the North Region 
and Association championships.

E.	Youth
Dean Slavens presented this report.  Paticipation at the INUSATF Youth Track and 
Field Championships was 293 athletes, up over 2001.  It was hosted at 
Bishop Luers High School in Ft. Wayne.  Dean suggested that we move to a 
sectional meets qualiying for two reason:
1.	helps local clubs raise money
2.	gets quality athletes from the state meet to the region
      There  would be four region Southwest-hosted by Terre Haute Track Club,
      Northeast-hosted by Ft. Wayne Express, Northwest-hosted at Purdue and
      Southeast-no host presently.
       INUSATF has bid to host the Region meet at Northrop High School, but we
      are still waiting to hear from Mary Waters.

      Indoor State Championships will be hosted by Rusty McGill at Purdue.  Other
      colleges that will host high school meets include:  Wabash, Anderson (Feb.
      21) and IU.

      The state XC Championships will be held at IU sponsored by the Indiana
      Track Club on Saturday November 9, 2002.  Information is on the web.

VII.  Administrative Committees
A.	Membership
Judy Wilson was not present.  She sent an email stating that INUSATF presently 
has 987 members.  She asked the board to search for a new membership chair and 
that she is willing to continue as membership chair through 2003.



B.	Officials
Keith Mitchell's report is as follows:  The Indiana USATF Officials have 
270 members as of today.  I gave a clinic for Indiana State last spring and 
I am willing to do more for any College or University that wants me to come and 
give tests or will get Officials with experience and go in and work with 
Officials in a given area. 
I have started gathering the information of meets for 2003 and soon will start 
putting that out on e-mail.  Please past it on to people that do not have e-mail. 
I need several new e-mail addresses that have come back as not working.  I will 
publish a list of ones and I would like you to check and see if you have a new up date. 
New this year on the application for National & Master Officials that are applying 
for the Senior National Indoor Meet in New York or the Senior or 
Junior National Outdoor in California you will be ask for your USATF Membership 
Number that is different from the Certification Number that I send you.  
To be come a member of USATF you can go on line to USATF or you can connect 
Judy Bogenschutz-Wilson at jbogensc@indiana.edu or 812-855-8583.
It is now a requirement that you wear the new Officials Shirt at these meets and 
many of the other National Meets as Youth - Junior Olympic - Masters etc are 
asking you to wear it also.  Soon it will be the only shirt worn at USATF meets.  
If I can help you certify officials please let me know.

C.	Coaches Education
John Gartland reported that there will be two Level I schools in Indiana this year.  
Valparaiso University will hold one on November 29-December 2, 2002 with 
Tyler Wingard as lead instructor.  The second will be held at Indiana State University 
on December 13-15, 2002 with Mark Rodriguez as lead instructor.  Both are 
advertised on USATF web site.  Indiana has not hosted a school since 
December 2000 at Purdue University.


VIII.  Other Business
A.	National Convention
INUSATF has 11 delegates to the 2002 National Convention in Kansas City on 
December 4-8, 2002.  Two delegates must be athletes.  Deedee Nathan will be 
one delegate and should be there due to Athletes Advisory duties.  
The other will be Serene Ross.
The other nine will include:  John Gartland, John McNichols, Marshall Goss, 
Josh Payne, Cheryl Sunman, Ian Seecoff, Lissa Olsen, Keith and Joanne Mitchell, 
and JoAnn Grissom.  

A motion was made to pay registration fee and up to $400 expenses for the following:  
Marshall Goss, Cheryl Sunman, JoAnn Grissom, Ian Seecof, and Keith and Joanne Mitchell.
Dean seconded and motion was approved.


B.	Athlete of the Year Awards
Josh Payne discussed the AOY awards and nominations.  Nomination forms were 
passed out and nominations are due by December 20, 2002.  Food, beverage and a 
brief awards ceremony will take place prior to the February meeting.

C.	Calendar of Events
It was noted that events that involving USATF need to be posted on the web site.  
Cheryl noted that by getting sanctions early, the events are automatically be posted.

D.	USATF Association Workshop
Cheryl Sunman, Ian Seecof and JoAnn Grissom the workshop in August and found it 
to be full of helpful information.  USATF is in the process of putting together 
association manuals to be released in 2003.  They encouraged everyone to attend if possible.

E.	Collection of Fees at Meets
Cheryl expressed concerns that financial reports from events have not been adequate.  
She needs to see actual income/expense and she feels that we need a person at 
each event to collect money and to coordinate the transfer of money to the association.
Marshall Goss suggested designing a simple form to use at these events and that 
a membership chair be paid per renewal sticker.  At the present IU pays the membership chair.
Cheryl moved that the board set up a committee of three to examine the membership process.  
Angela seconded and motion was approved.
Committee members will be:  JoAnn Grissom, Cheryl Sunman and Steve Miller

Members were encouraged to use the on-line membership process.  It saves time 
and gets the INUSATF a $1 credit.  Manual memberships cost more for paper and time.

F.	Next meeting was scheduled for Sunday February 16, 2003.  AOY Awards will be presented
with the meeting to follow.

IX.  Adjournment
A motion to adjourn the meet was made, seconded and the meeting was adjourned at 4:26pm.
